Who We’re Looking For

The County of St Paul is looking for a contracted service provider with experience in Bylaw Enforcement. The provider can be an individual or an organization, comfortable with developing their own schedule, and has a background in law enforcement or legal fields.

What does this service look like?

  • Providing general bylaw-related information to the public or referring matters to the proper department, ensuring good public relations on behalf of the County.
  • Investigating complaints and disputes, taking appropriate action to give assistance and enforce the bylaws that are within the position’s authority.
  • Proactively patrolling communities to educate and enforce grass maintenance in hamlets and subdivisions.
  • Ensuring appropriate penalties are imposed for bylaw infractions that are within the bylaw officer’s authority; when necessary, issue warnings, violation tickets, and (occasionally) provincial tickets.
  • Preparing investigative reports, legal documents, and liaising with legal counsel in the preparation of court documents, as require
  • Monitoring trends and making recommendations to the County on bylaw changes.
  • Responding to dog/animal complaints, assisting in the apprehension of dogs-at-large and in the maintenance/upkeep of the County kennels.

What does this service need?

  • Experience in legal, law enforcement, or related field.
  • Valid Class 5 Alberta driver’s license, with a clean driving record.
  • Satisfactory clean criminal record check, including vulnerable sector check.
  • Ability to exercise good judgement; to be open-minded, honest, and fair.
  • Excellent verbal and written communication skills that allow for clear communication of complex matters.
