The County of St. Paul, Town of St. Paul, Town of Elk Point, and Summer Village of Horseshoe Bay completed the St. Paul Regional Housing Strategy in 2026. This project was funded by an ACP grant and includes four focus areas with several recommendations. Municipal partners can collaborate with the development industry, community housing organizations, and other levels of government to address the identified housing needs for people of all ages, abilities, and income levels, choosing which recommendations to implement based on budget, timelines, and other factors.
