Snow Maintenance

The County of St. Paul maintains all Public Roads and Right of Ways within the borders of the County. Public Works does not maintain the Provincial Highways.

Snow Flags can now be purchased for the 2025-26 Winter Season from Public Works.

Flags purchased by October 31 are $300. Flags purchased between November 1 and December 15 are $400. You must replace your flag with your new agreement. Residences that put out 2024 or older flags will not have their driveway cleared.

If no flag is purchased, snow clearing is available at an hourly rate.

What roads are cleared first?

The County of St. Paul has a duty to clear access roads in order of priority unless an emergency medical agreement is on file.

The County’s Snow Clearing Procedure is to complete snow and ice control within 5 Days (60 hours) at the end of a snowfall event. Paved and Oiled roads are sanded and plowed, whereas Gravel roads are plowed only.

Like most municipalities, the County does not clear the snow ridges (windrows) left at the roadside and ends of driveways after County or Provincial Equipment has cleared a road. This is the responsibility of the landowner. Landowners can purchase a Snow Flag or request custom snow clearance if they want County Equipment to address this. Currently, snow is only hauled away when a road safety or drainage issue exists.

Priority 1

Main service roads and/or roads that have the highest traffic volumes.

Priority 2

Roads with medium traffic volumes that connect to a main service road or serve subdivisions, hamlets, and local residential areas.

Priority 3

Roads that are not bus routes and have limited users on them (i.e., dead-end road allowances).

Dust Control

Dust controls are a blend of calcium chloride and magnesium hydroxide, applied to dirt roads to suppress the amount of dust that vehicles and equipment can kick up during the summer months. Controls applied are 200 metres in length for property owners and residents who apply.

Applications are submitted annually between January 1 and May 15 of each year, with the suppressant applied between May 1 and July 31 at 2 litres/square metre. 

Resident Costs

Residents who request dust control are required to pay 25% of the total cost, with the County covering the remaining amount. The qualify for the 25%, the residence must:

  • be occupied,
  • the primary yard site, and
  • within 150 metres of the centre of the road.

Residents whose quality of life is diminished by excessive dust due to a medical condition may request dust control free of charge. A medical certificate or letter from a physician will be required.

Requests for a residence over 150 metres from the centre of the road will be required to pay for the full service. Those requesting more than 200 metres in length will pay the full cost of the section over 200 metres.

Drainage

The County performs the maintenance for all water drainage within the county limits and adjacent to the county roadways and lands. Culverts are important because they help stormwater management and where water goes in the County.

Washout

The culvert is too small and cannot handle the flow of the water. As a result, the water will naturally make a new path.

The intake side of the culvert will have pooled water and the other side will have no flow or minimal water coming out.

The intake side of the culvert is blocked with debris, such as grass and trees, and there is minimal to no flow out of the other side.

Gravel

The Community Aggregate Payment Levy is a $0.40 per tonne charge placed on all sand and gravel businesses operating in the County (including private shipments) to raise revenue to be used toward the payment of infrastructure and community enhancement in the County.

As a result, the County has implemented a Community Aggregate Levy Fund for Capital Funding. Organizations can apply to the fund quarterly, with applications reviewed by the Aggregate Levy Committee.

Gravel Sales

The County of St. Paul is happy to provide gravel and delivery to County residents. The County opens gravel orders each spring and closes in the fall. The specific start and end dates are at the discretion of the Director, Public Works. 

  • Allotment: County property owners may purchase a maximum of 25 tonnes of gravel annually per rural address or approved Development Permit.
  • Costs: The County’s Fee Schedule Bylaw outlines the cost of delivery and self-haul for gravel, as well as screening.
  • To Order: Property owners can complete our online Gravel Sales form to complete their order. You may also call the Public Works Office to place an order. For gravel deliveries, property owners must also complete a Gravel Delivery Agreement.

The 2025 Road Construction Program has come to a close. Construction will resume in Spring 2026 as weather allows.

  • STIP Grants

    The County received a STIP grant in 2023 for $997,500 for BF 06873. The project was tendered and awarded to Prairie Erectors International Inc., with construction completed in Fall 2024. The grade raise for the project was completed in Summer 2025.

Road Restrictions

Effective at 7 a.m. on May 30, 2025, loading restrictions on oiled and paved roads were lifted.

Why are there road restrictions?

Restrictions are necessary to help preserve the integrity and life span of municipal roads.

However, a vehicle designed and intended for use in farming operations may operate contrary to road restrictions, provided that the vehicle is operated at no more than 100% axle weight and along the most direct route available to minimize the distance travelled along any restricted road.
