Seeking County Residents as Members-at-Large
The County of St. Paul is seeking County Residents to sit as a Member-at-Large on the Boards and Committees listed below. Members will serve on the boards with Elected Officials and, in some circumstances, with Elected Officials and Members-at-Large from other municipalities. Members are paid per diem and mileage.
Town of St. Paul Recreation Board
This is a joint Board with the Town of St. Paul to discuss recreation and negotiate funding contributions to the Town of St. Paul.
- Board meets monthly.
- 2 Members-at-Large for a 4-year term.
St. Paul Airport Committee
This Committee takes care of the operating functions (including financial) of the St. Paul Airport, jointly owned by the Town and County.
- Committee meets 3 times per year.
- 1 Member-at-Large for a 4-year term.
Regional Assessment Review Board
This Board is called upon only when a ratepayer files an assessment complaint that hasn’t been resolved by assessors. This occurs annually during the last quarter of the year (October-December).
Members are trained for the Local Assessment Review Board (LARB) and the Composite Assessment Review Board (CARB) at a 4-day course held by Municipal Affairs and a 2-day refresher course every three years after that.
This is a regional Board, so Members may also be called upon by the Town of St. Paul, Town of Elk Point, or the Summer Village of Horseshoe Bay to hear appeals.
- 2 Members-at-Large for a 4-year term
Intermunicipal Subdivision and Development Appeal Board (ISDAB)
This Board is called upon to hear most subdivision and development permit appeals and stop work order appeals.
Member are trained at a 2-day course by Municipal Affairs and a 1 ½ day refresher course every three years thereafter.
This is a Regional Board, so Members may also be called upon by the Town of St. Paul, Town of Elk Point, or the Summer Village of Horseshoe Bay to hear appeals.
- 5 Members-at-Large for a 3-year term.
Agricultural Service Board (ASB)
This Board shall exercise, on behalf of Council, all the powers and perform all the duties that are conferred on it by Council under the ASB Act RSA 2000, Chapter 1-10 or any other Act with respect to agricultural matters.
- Minimum 6 meetings are held per year.
- 2 Members-at-Large for a 4-year term.
Weed/Pest Appeal Board
When the Ag Service Department issues a weed/pest notice and the landowner appeals it, this Board will meet to review the appeal. A Member will not be called upon to review an appeal in their division. The Board is governed by the Weed/Pest Act.
- 4 Members-at-Large for a 1-year term
Cemetery Committee
This Committee assists in evaluating financial requests for funds to assist cemeteries in capital improvements/maintenance of the twelve County-managed cemeteries.
- Meets on an ad hoc basis.
- 2 Members-at-Large for a 4-year term
Aggregate Levy Committee
This committee provides input to Council on administration of funds collected from the Aggregate Levy.
The goal of the committee is to use expertise of the public and industry to develop a valuable resource efficiently and in an environmentally-responsible manner while minimizing impact on the community.
- Meets quarterly
- 2 Members-at-Large for a 4-year term
