Bylaw 2025-11 & 2025-13 Public Hearings: Onicikiskwapowin Crossing

The County of St. Paul will hold two public hearings on December 9, at 11 a.m. and 11:15 a.m., in the Council Chambers at the Administration Building (5015 49 Avenue, St. Paul).

The hearings being held are in regard to:

  • Bylaw 2025-11, to adopt the Onicikiskwapowin Crossing Area Structure Plan (ASP), encompassing 63.8 acres of land for development. Its hearing is at 11 a.m.
  • Bylaw 2025-13, to redistrict a portion of the Onicikiskwapowin Crossing ASP Area from Agriculture (A) District to Industrial/Commercial (IC) District, encompassing 19.32 acres of land. Its hearing is at 11:15 a.m.

The Bylaw 2025-11 boundaries are outlined in red, while the Bylaw 2025-13 boundaries are outlined in orange.

These bylaws, if passed, would support commercial development along the high-traffic routes Hwy 652 and Hwy 29, and complement the existing businesses, St. Bride Trading Post and St. Bride General Store.

Public Hearings will be held where persons claiming to be affected by these changes may voice their concerns. At the Public Hearings, the Chair shall hear representation first from people who claim to be directly affected by the proposed ASP and rezoning, followed by any other person who wishes to speak.

If you wish to speak for or against the proposed bylaw, contact Betty Richard at [email protected], before Friday, December 5, 2025, to attend the meeting.

Concerns may also be given via written submissions mailed, emailed ([email protected]), or delivered to the Administration Office prior to the Public Hearing.

Details of the above-named bylaws may be obtained by emailing [email protected]. A copy of the Onicikiskwapowin Crossing ASP can be found on the County’s Planning & Development webpage.
